Perhaps your foot needs more control? I used to play like that when I was starting out, the double sounds like 3 hits because I couldn't retract my foot fast enough after the 2nd stroke and it causes...
Do it slowly at first, then when you are comfortable increase tempo bit by bit. There's no shortcut to speed and precision.
