I completely agree!!! (I've had that book for 21 years, now.) Play rudiments with your feet, just like you do with your hands. Then, mix it up so some of the notes are played with your hands and some are played with your feet. For example; all of the notes that should be played with your right hand, gets played with your right foot instead. I've got a pretty awesome book called "Progressive Double Bass Drumming".
Basically it just starts you out on subdivisions. Then starts to move the snare around, then the ride cymbal etc.
But look at doing rudiments with your feet as well, it builds control, accuracy, and endurance.

When I was first learning to play two bass drums, I would to the following:
- play alternating quarter notes: right drum on 1 & 3, left on 2 & 4
- play 4 quarter notes on right, then 4 on left.
- play alternating quarter: right down beats and left up beats
Once I good at doing the above execises, I moved over to play the rudiments. I still heavily work on single rolls, double rolls, and paradiddles

You can try what i do
Stand farther back on the bass pedal, and hit it hard enough so it hits hte bass, and makes noise, but light enough, that it bounches back easy, and youll essentially get 16th notes out of your feet if you go fast enough (just from one foot)
Just keep practicing speed, thats how you build endurance
take a ship up to a planet with lots of gravity and take a walk with your dog...
