I think it's like this:
Reso Head Determines the Sustain
Batter Head Determines the Attack
I'm not sure though.
I think Pinstripes will do the job

i found reso tighter than batter for less sustain.
I play, Gretsch Catalina Birch, 7 piece in the vintage sunburst finish.
RIP, Frank. You will not be forgotten. Missing you, mate
I used to tune my resonant a considerable bit higher than the batter. Reduced sustain, and seemed to help my toms cut through the mix.

Thats the rule but Pinstripes or Ec 2 heads will also work, and the old Moongel or felt. Ok Nuff said
Don't forget about the weight difference between the 2 heads. All of this is true if they are the same, but if the resonant head is thinner, you can leave it a bit lower for the same effect. It seems the pitch would be the important part rather than the tension.
I mention this because I don't know if you are planning on pinstripe resonant heads, which doesn't sound like a good idea. The thickest I would go is ambassador weight. I use ambassador over diplomat (thinner), tune them the same, and get a sweet, shortish, pitch-bend sound.
