I think he's using a single pedal because he barks the hi hat quite a bit and plays them closed. So his left foot is all hi hat.
I struggle to emulate this.

Yep. But if you listen closely you can hear the high hat going thru the entire song. He has a double bass setup, but on Radar Love he's using single bass. (You can see the hi hat in use, too, in between the cameraman's obsessive shots of the girl bouncing her . . . uh . . . attributes?)

Considering the time this record realesed (1976) then it's definitely a single drum pedal. It's funkish and easy to play
