work on your one-handed roll technique
I can play the song if i play it at a slow pace but if i try to play it at its regular tempo i just can't do it.I dont know if i need to get my hand speed or my foot speed up.The song im talking about is American Idiot by Green Day.

I can play it regular but my Hi hat arm and Bass drum foot kinda locks up and go like kinda stiff.if any one could give me some exercises that would help or some advice would be good

Welcome to the forum jimmy. The best advice anyone could give you is to practice.
Try some sticking rudiments to work on your hand speeds e.g. paradiddles, rolls, even stuff as simple as this:
8th notes:
RRRRLLLL
RRLLRRLL
RRRLLLRL
or subdividing with each hand:
1/4 notes:
R L R L
1/8ths:
RRLLRRLL
Triplets:
RRR LLL RRR LLL
16ths:
RRRRLLLLRRRRLLLL
and so on.
Similar exercises can be applied to the bass pedal, I'd suggest searching around for some sheet music online that focuses on development of bass technique.
The more you practise, the more endurance/strength you will build, which will prevent you from seizing up.
