It's a clutch for double bass drummers, for the hi-hat. When you move your left foot off the hi-hat onto the slave pedal, the hi-hats remain open. So they created a clutch where you could just hit a metal bar with your stick and it would "drop" the top hi-hat for you. You have to buy one separately if you're new to double bass.
