Just make sure to de-burr it when you cut it off or it can snag real easily.

If it was me, I wouldn't cut it off. I almost did to one of my high hat stands but I was glad I didn't when I moved the stand from a kit with a 20" bass to a kit with a 22" bass. The extra length was no longer extra since everything including me had to grow two inches.

I've got an older lugwig stand I bought used with my first kit... I never realized it until recently but it's hacked off (in a rather brutish way). I always hated that stand because it was too low, and now I know it's not the stand's fault.

If you cut leave 3" or so extra I cut the one for my roland VH 11 HHs and it's kinda low for the acoustics now. I like it but it is custom for that set up now. I have a new stand I'm gonna cut maybe today, because it has near 8" extra from where I play it. I use a tube cutter then file the edges finger smooth . I will take some pics if any one is intrested .

Speciality Tambourines might be "Light" enough to mount on a hi-hat rod but I really think the weight of a cowbell is going to interfere with the spring tension of the footboard. Don't know why, for certain...just my thought on that.

i could see the weight of a cowbell messing with the hats closing correctly.

...and bending the rod to the point where you can't get the top hh cymbal off.

Seriously, replacement rods are like 5-10 bucks. Get a new one, then hack off the old. This is not a serious modification that you would be stuck with.

    Don't chop the top.

    Get a shorter rod.
