I think I see what you’re talking about Rick, called Welch tuning system. Same idea of rope tension but with wire, pulley’s and a locking gear.

Single tension tuning has been around for a very long time. Picture the marching drums with the rope tension. Also vintage drums have had them.

I've never tuned both heads to the same tension. Might be a little ringy.
