So I bought a Pearl Vision drumset a couple of months ago that has been stored away in my closet simply because I haven't had the cash to invest into muting gear. This was my plan but I wanted the opinion of some fellow drummers on the forum before I invested my money on some of these products.
- Drum Mesh Heads
I'm not 100% sure on these as I don't know how long they will last and how much of a beating they will be able to take. Of course the alternate route would be using regular heads with the dampening foam pads on top. I wanted to stray away from these as they might be just a tiny bit more noisy and more so because they look like they might mess with the natural rebound of a real drum head.
- Rubber Cymbals
I found these on a "musician's friend" site. They are a whole set of rubber cymbals (ride, hi-hat, crash, etc..) I have heard the hi hats stick together because of suction. Again I did not want to buy regular dampeners because for one I only have one set of real cymbals and they seem like it would still be kind of noisy. Anyone had experience with them?
- Kick Drum Muffler
This would prob be a HQ Muffler. Looked like it would do the job efficiently and didn't see any other options.
I live in a basement/apartment with concrete floors covered with linoleum tiles. Regualr drywall ceiling. My ideal situation would be to be able to play at all times but obviously even rubber will make some sort of noise so as long as I am keeping the noise down to a certain level I am good. What I have listed so far will prob run me around 150 max. Any suggestions?

I've got one of these and it doesn't work very well. I play muted a lot and I've just got my bass reso head off and the drum stuffed full of pillows and blankets - works better than the HQ mute.
(I should note that stuffing it full does affect your rebound - but so does the HQ (which also affects the beater/head distance))

my best suggestion to you is to put mesh heads on your drums, as they dont make noise because of their texture. however, the vibration from your drums will still be felt, so therefore you should place them on TOP of something that will absorb all ambient noise coming from the sound source(your drums). you can place muters on your drums, but the stick rebound will increase slightly, and in getting used to it you will over time become a softer hitter. to hear the drums though, youll need a module, cables, headphones, and triggers still. this can all be done cheaply so dont fret

Thanks for the advice Russ. I was REALLY close to buying the mesh heads but after reading some reviews on it I opted to get the pads instead. I'm kind of a hard hitter and thought I would kill the heads before I could get any real use out of them. The pads aren't too bad (actually better than I expected but I do notice that I have stopped hitting as hard as I used to. That might not be such a bad thing though. The plastic cymbals take a little bit of getting used to mostly because, and I don't know why, I was expecting them to be rubber like the ones on electronic kits. As for the bass drum beater I still had to throw in some old blankets to deaden the vibrations of the drum inside but it's seemed to work decently as well.
Overall:
Drum pads/dampeners: Work great.
Plastic Cymbals: Overpriced but seeing as they're the only option worth it.
Bass Drum Pad: Still requires dampening internally. Overprices slightly. It's basically a piece of foam held on by rods similar to the ones on your Double kick pedals.

Forgot to add that I still can't play past 9 or 10 because of the people upstairs but it works for me and if you don't have people upstairs it should work perfectly. There's some clicking sounds from the plastic cymbals but if you are in a room you can just shut the door with no problem.
