I can't see the video becuase I'm at work, BUT, I can guess what your after. Doubles shoudl be relying on the bounce of the snare head to much. At least no more than any other part of your kit. You technique comes into play in a big way. Push/Pull (also known as open/close) seems to eb the best option form what i can gather and is the one i'm working on right now. Slower doubles will be in the wrist movement, then at a certain speed you strike in a way that causes the rebound your talking about and then use your fingers for the second hit. Look up open/close or push/pull on youtube and you'll find heaps of instructional stuff out there. Done right, it wont' matter if your hitting a cymabl, snare tom or cowbell, you'll get brilliant doubles happening.

Sometimes if your toms are tuned really low (like mine) the doubles on them are not as responsive.

I have trouble doing them also as my toms are tuned fairly low. Can't get the same response as the snare

You want to do fast doubles on your toms eh? Heres the fastest way to achieving your goal. Get your self a pair of drumsticks and a pillow and do diddles for as long as you can and dont stop even when the burn is unbearable. Go for 3 minutes on your first time then bump it up a notch and keep building.

I find using marching drumsticks work better.

keep practicing singles and doubles, loosen up your grip and ride the wave, the toms do rebound its a matter of not gripping the stick so hard and letting the stick work off the wave created by the vibration of the head. Slow doubles are all in the wrist and fast doubles are all in the rebound.

    like so

Doubles require no bounce, work on your technique. Beetbox offered the best possible exercise and I would highly recomend it to everyone, I've been doing it for 10+ years and I can easily play a fast double stroke roll with zero rebound. You will be amazed at what it does to the clarity of your doubles.
