Well it does, but it doesn't record very well. It picks up that there's sound, then somehow transfers it to static. What do I do so that it dosn't?

Ye i agree with rmandelbaum, more detail is required. Tbh i wouldnt imagine a tape recorder to be very good to record drums. What mic are you using? I would recommend if you are looking at something fairly cheap to invest in just 1 condenser mic, with correct placement and EQ it is possible to get really good quality, hard but possible
It's only a simple tape recorder with no mic inside and a headphone outlet, but I'm not quite so sure that it would allow a mic.

too much SPL for that kinda mic..same with video cam mics, they just weren't made to handle high SPL (sound pressure levels)
save up a little and invest in a Zoom H2 or H4.
