Obviously, you aren't going to get any resonance out of it. Try tuning it past wrinkle.
I just bought a gently used Traps kit on CL for $400. It also came with the added 8 inch tom and a double pedal. Not the worst deal. However, the bass drum tuning has been messed with to the extent it sounds almost like a rack tom. Can anyone share how they optimized the tuning of their Traps Bass drum?
Thanks,

The only two constants I have are DW and Zildjian.
hmm, if i were in that situation, instead of trying to re-tune it I would take the heads off, clean the bearing edges, inspect heads to see if they need replaced, (replace if necessary) and then start over.
I find it is usually easier to get a descent sound of of a drum if you know what you are starting with and not fight a bunch of variables you arent aware of.

Yep, if that head has been tuned really high, then you should consider starting over.
So how did it work out?

Good advice.
Finally..So today I took the heads off. I don't know how I missed this but stuck right onto the reso head on the inside was the traps brand trigger for the bass drum. For a 20 inch head, this is not small. It is tear drop shapped foam piece with adhesive to keep it on the front head. At about 8" long and almost as wide, 1" thick. No wonder the sound sucked. The same trigger is on their lattest E kit which has mesh heads.
As far as I'm concerned this brings extra value to the kit. I plan on running out a just replacing the reso head, and keep trigger head for when wanted.
