I can't find that same video, but this one shows something attached to the bongos. It's hard to see, just figured it must have been attached to the lugs.

Some times a bongocero will add a wood block, bell or microphone via of a clamping hardware to the bongos, but it is an awkward set up that is off balance & very hard to hold between the legs for long durations. I prefer my tripod set up ( home made ) that braces the bongos in normal seated position & mounting hard wares for mics & any other percussion can be mounted w/ attachments to the stand using a variety of hard wares. I try not to attach these kinds of attachments to my bongo hard wares which can damage the drums. Another option : use a separate perc. rack that you can play easily, set up close to the bongos, but not attached to them. Traditional bongoceros would simply lay a bell on a case or a pedestal of some type, next to the bongos ( unmounted ) and grab the bell to play by hand w/ a stick, on sections of music appropriate for hand bell.
