The basics:
Mixer - big enough to handle the size of the band (you may, or may not need to mic drums at the moment, but consider it in your overall budget).
Preamp - if not already part of the mixer.
Power Amp - gotta send power to the speakers (some mixers are powered already, although it is more flexible to get them separate).
Speakers - match the power requirements of the speakers to the power of the amp, and visa versa.
Monitors - either floor monitors, or in ear monitors for each member, so each can hear the rest of the band.
Now, all of this assumes that you will not be playing clubs which supply the sound equipment. If you are, then you can taylor you list to what you actually need as a compliment to what is already provided.

mixing board, speakers (with built in amps, otherwise,,,) amp, mic cables, mics, mic stands, cables to plug speakers to amp, or something like that, depending on what you end up with speaker/amp wise, monitor perhaps, amp for that as well- power cords, extension cords, power bars, flashlight, carpet for the drums so ya don't slip around while playing, a lot of water, money, and a change of underwear!!
Getting new lead singer. Hopefully they have their own stuff.
Everyone else has their own stuff. Bassist has amp.
I think the old singer had the PA and speakers. Mixer needed too?

Yes, a mixer is needed, as you have to control the individual levels of the instruments/singers.
