Might try leaving it out in the sun for a little while, sometimes it can tighten up the head. Leave it semi loose to allow some room to shrink. I don't think re-soaking it will give you any beneficial results.
During a samba carnival parade we faced persistent rain. Usually we cover the drums in bin liners but one of our player's drum covering failed early on. That drum needed constant retuning.
Now it has dried out, both skins are stretched. It needs the tuning nuts to be all the way down the threads to get it to pitch.
Is there a way to get the skin to recover? Would soaking it return it to normal?
