That's a solid list for his budget. The Behringer speakers are surprisingly good for their price point. You might want to look at Altos as well. They are similarly priced, but supposedly have even better sound. I can't vouch for the Behringer mics.

I would actually get a mixer with more mic inputs so you have more flexibility in the future. In terms of budget mixers, Behingers aren't bad.

In terms of micing I'd lean towards two overheads, kick, and snare, unless you are doing big venues and big outdoor shows. I used to close mic everything, but more recently have been using a simpler setup because I get a more "natural" sound.

Going back to the powered versus passive speaker discussion, the price usually ends up the same up front. However, using active speakers makes the system simpler to upgrade for more volume. Just add more speakers. You can rent if need be, etc.. If you use amps and passive, upgrading involves getting speakers and amps.

I also find setup easier with powered stuff personally.

Just for the record, I've got the powered Alto 15" speakers, and I've been very pleased with the sound.

Depends on what you mean by last versus cost. Ours is 5 years old and we've had no issues with it. But I get your point, it's not high end equipment. My point was more that he should get a mixer with more mic inputs so he has flexibility in the future.

I just listened to the Alto's yesterday and they are similar to Behringer's. You will get more bass out of 15"s no matter what the brand.

No point worrying about lots of channels on the mixing desk when you don't have mics nor the band to facilitate that need ... Quality over quantity every time for me
