Does the color matter to you? I wouldn't put anything I cared for (in this case drum heads) into contact with chemicals - including, and especially, bleach.
Because the white mesh heads in the us including Roland hart billy blast pearl pintech and remo silent stroke are much louder than my black 682 drums mesh heads and overseas choices which I like such as z ed triple x and humm drum while cheap over there are super expensive with shipping and import duty and taxes, I am looking for a different choice. If I can safely bleach my black heads to white I would have an inexpensive fix at my finger tips

I don't think it will do anything. Going from black to white would take a lot of bleach and will weaken the strength of the head.
More than likely they will turn and orange color from the bleach.

Yeah the color matters that 's why I posted about bleaching black to white. I might just try to dye fr a textile store instead of bleach just on the snare, if It works and looks good, them O will follow suit. If it doesn't look good , I will go for the expensive but well rated zed triple x 3 plys
The triggering under the head does not care if the head is black, white or red. The tension or possibly material type but not color. Try borrowing a used head from a drummer friend?

+1 on not bleaching. Bleach can rot some materials -- if you try it you may have to replace your drum heads instantly. And like Zeta said there is no guarantee that they will turn white. I once bleached a black levi denim jacket back in the 70s - it turned a blotchy pink colour. Wearing a pink jacket in a Northern English coal mining and steel town (I used to live in Rotherham) would have been hazardous to my health!
I gave the jacket to my sister.
A friend of mine has a Ludwig "jellybean" kit. he put mesh heads on all of them and he dyed all of the mesh heads to match each drum! Looks pretty cool
you could probably paint them, im sure google could help for what is the best type of paint for rubber, the only issue is the paint might come off.
even better, play really well, nobody will care what your drums look like!

Maybe try peroxide? Either way, it'll eat at the material.
Painting them is another option.
I thought a out a dye but I am sure the stick strikes will take it off . I will find a mesh head that works
I would probably use old shirts as drumheads for e-drum use before i'd go for a cosmetic change to a high functioning head. Cost effective, easily replaced via a thrift store. You'll have to adjust them periodically(making sure they're properly stretched). As long as you're not laying into them like you're trying to sink a home run, should work well for awhile.

Color won't affect volume level, but the density of the head will.

I have both 682 and Remo Silentstroke mesh head, I just cannot agree that silenstroke is much louder... I have A2E snare with SilentStroke and as far as the acoustic sound goes, its like hitting air lol, no sound at all same for my 682 mesh head toms... there is barely an acoustic sound on both of them to really be able to compare.

Got the pintech white reactions mesh heads the other day and they were much louder than my 682 black drums heads ! Sent them back! Just going to keep mine and when I get some extra money, buy the z eds tripps that I mentioned much earlier in this thread. I think the word quiet is such a subjective word for mesh heads. For a guy who is fresh off an acoustic kit, any mesh head is "quiet" but if you bbc.co read test results from Digital Drummer magazine, the Remo silent strokes and the pintech reactions are all rated louder than 682 drums and some others. The quietest one in the latest test of DD was the z-ed triple ply from the UK and they will be my next heads for sure
