I don't think it is, the shell construction is not that different, the labour to construct is where the savings is found. Wood hooped toms and premium hardwood in the shells are normally reserved for higher end lines. The lugs are likely a cheaper pot metal, and I am just guessing on that, but the workers putting together the Pacific line have been taught well.
Similar scenario is seen if you watched that SJC episode on the Profit last night. Marcus asked the guys to create a lower, less expensive line. They pulled the shells out of the same stock they use in the premium line.

I actually hit these drums a little bit at a store here in the Washington, D.C. Area. Chuck Levins has some and they sound pretty good. The pics don't do them justice. They look incredible in person. Don't think anyone will be disappointed!!!
