Putting the two 8" splashes together like that gave me exactly the sound I was looking for -- namely that crazy splash sound you hear on hot jazz records from the 1920's. Red Nichols and His Five Pennies.... that sort of stuff.
I hadn't really thought the mechanics all the way through, and so it never crossed my mind that I could alternately control both sets of cymbals with the foot pedal.... I figured the top pair would just sit there.
The extra functionality was a total surprise to me !

Hey Joe...welcome to the forum. What kind of clutch holds the bottom splash? Thanks.
I have one of those inverted T-shaped plastic cymbal-sleeve inserts in the bottom splash, with a felt washer. And above that cymbal I have a rubber O-ring around the sleeve, to keep the cymbal from wobbling (as it is not supported by a proper hi hat seat).
The clutch on the 13" cymbal is a flat-headed variety, so the base of the plastic insert sits nicely on top of it.

Very cool. Learn something new everyday, and often it's these kind of "should be obvious" things that are the greatest.
Since I'd like to have the whole lower-pair's top open for play, then I guess using another big foam (or anything with a hole really) below the top-pair would act as an additional spacer to raise the top-pair up more.
This would allow for easier bottom-pair bell-playing,,,,,,,,,,,not that it looks bad in the video, just looks like I might accidentally catch the sticks on the bottom of the top-pair sometimes going in "deep" on the bottom hat.

Yeah sure, I see what you mean. An empty sewing spool or something like that, would raise the 2nd pair and still allow the same movement, and not add much extra weight. Maybe even a proper hi-hat seat, if it would sit flush atop the clutch .. although not really necessary for stability with only an 8" cymbal.

BTW, my other contribution to world of cymbal-playing is this ... outboard x-hat mounting on a standard 3/8" percussion rod, using bass drum spur clamps :
