When not playing I leave my snare off to keep the tension off the wires and head so they don't prematurely stretch out.
i leave mine in a permanent on position ...
but only because im lazy
good wires and a well tunes bottom head usually stay good, unless they are old or dried out
When the drum set is at rest (seldom), I drop the snare wires when I don't want the vibration white noise from other band instruments.

During those moody bass heavy intros to quiet songs you leave the snares off so they don't buzz like the ****ens.
Then you ease them on quietly so they don't go 'snap' - before you crash the party.
When the snare drum is just sitting there - anywhere - I leave the snares off as a habit.
Also, Paul Thompson of Roxy Music played Love is the Drug all the way through with the snares off.
For that less clangy timbale-like sound, if you like that kind of thing.

Three occasions
1) drum is at rest or stored etc...
2) During quieter passages of music where the drums aren't playing
3) when going for a latin-ish bongo or timbale type sound.
