Looks like a budget made in Japan or Taiwan snare. The inside ply is Luan and the grain is oriented vertically...which is an Import trademark. Looks like it may have an outer ply of poplar or some other wood(?). The hoops are a knock-off of older stick savers or similar style. Really need to see more pictures to tell more.
It could make a fun project and may even sound pretty decent.
