My first thought was a marching snare due to the depth. I’m a little skeptical now, since I would think marching snares would be 10 lug....but maybe not.
I’d say early to mid 1980’s. My XPK kit is around an ‘87 to ‘89. It has the exact same lugs, but the badges just say “England” instead of “made in England”. I suspect that’s because Yamaha bought them and not every Premier drum was technically MADE in England. That way they could use the same badges whether it was made in a Premier factory in England or a Yamaha factory. Thats 100% speculation on my part, but it would make sense.
