I just finished replacing the heads on my 22 and thought I might throw out this tuning suggestion.
I cut small pieces of foam rubber and pack them in the claw casing then, push the tension rod through. This keeps tension on the tension rod even when they are loose. You have to tap and tune the head, not by feel or with some calibrated tool, because it will feel a bit tight as soon as you start. The rods will stay where you leave them. Simple and cheap.
This could help also help if you hear any noise from the hardware.

BTW, the Gretsch Catalina bass claws have the foam rubber already, so that they don't mar the wood hoops. It's a very stable tension system, so Bldrums' tip is an excellent one.
