I'm just starting to bother with tuning. Took me 7 months :p. How are you suppose to tune reso's?

I tune my resos the same as all my heads
For best sustain and resonance tune your resos to the same pitch as your batter heads.
If you want the sound of your drums to go up well it resonates tune your reso higher than the batter
If you want it to go down tune your reso lower than the batter

TM, there's a great resource on tuning that you can go to by clicking on "Drum Links" on the navagation bar at the top of the page. When the drop down box opens go to "Drum Lessons." All the available lessons are listed alphabetically, so just find the lessons on tuning. You'll find a lot of answers there. It sure helped me.
